Why I Expanded It
Because commissioning the wrong evaluation wastes money and momentum. A baseline needs different preconditions than an impact evaluation. A rapid, real-time learning review has a different bar than a cost-effectiveness study. This version helps you match the method to the moment—and only move forward when the foundations are in place.
